In January 2005 the government introduced Part P of the Building Regulations for England and Wales, so most fixed electrical installation work carried out in homes must, by law, comply with the Building Regulations. Anyone carrying out electrical installation work covered by Part P in a home must either notify the local authority before the work is carried out and pay an inspection fee or the work has to be certified and carried out by someone who is registered with a scheme authorised by the government, such as NAPIT.</p>
<p>A valid Landlord Safety Certificate is required for all let properties.</p>

In January 2005 the government introduced Part P of the Building Regulations for England and Wales, so most fixed electrical installation work carried out in homes must, by law, comply with the Building Regulations.</p>
<p>Part P states that anyone carrying out electrical installation work in a home must make sure that the work is notified to the local authority prior to the work being carried out and an inspection fee paid, unless the work is carried out and certified by a person registered with a government-authorised scheme such as NAPIT. Landlords have to have a valid Landlord Safety Certificate.</p>

<p>The advantages of using a registered electrician are: </p>
<p>·         You won&#8217;t have to pay the required building-control inspection fee; </p>
<p>·         Your electrician will deal with all aspects of the work for you;</p>
<p>·         Your electrician provides a certificate to confirm the work meets the Building Regulations;</p>
<p>·         There is access to the formal complaints procedure if the work carried out doesn’t meet Building Regulations; and</p>
<p>·         You will have the option to take out an insurance-backed guarantee when the work is done and you can make a claim if the work is found not to meet the Building Regulations.</p>
<p>When using a registered electrician, you can expect safe electrical installation work to be done, as the work will meet UK national standard, BS 7671 (Requirements for Electrical Installations). When the work is finished you&#8217;ll receive: </p>
<p>·         a completed Electrical Installation Certificate or Minor Works Certificate which confirms the work meets BS 7671; and </p>
<p>·         a Building Regulations Compliance Certificate which confirms the work meets Building Regulations. </p>
<p>Electrical installation works must be carried out only by professional people who have the knowledge, skill and experience to avoid danger to themselves and other people. It’s quite easy to make any electrical circuit work – it’s very much harder to make that circuit work safely.</p>
<p>It is recommend that you use a Government-registered electrician to do your electrical installation work. An accredited electrician will work to the UK national safety standard and will provide you with a safety certificate to confirm that their work has been designed, inspected and tested in line with that standard. </p>

<p>If you use a Government registered electrician (such as NAPIT) to do the work you will be issued with a Certificate of Compliance on completion and a Building Regulations Compliance Certificate for all the electrical work that has been carried out. The documents are a safety declaration confirming the work completed complies with Part P of the Building Regulations. </p>
<p>If you undertake the work yourself you must pay the inspection fee to your local authority and they will undertake the inspection and provide the certification. Similarly a Landlord will receive a Landlord Safety Certificate.</p>
<p>All homeowners and landlords must be able to prove all electrical installation work meets Part P, or they are committing a criminal offence. Local authorities can make homeowners or landlords remove or alter any work that does not meet the Building Regulations. </p>

<p>All let properties require a valid Landlord Safety Certificate.</p>
<p>The Part P rules have been brought in to reduce the number of deaths, injuries and fires caused by electrical installations and to make it more difficult for ‘cowboy builders’ to leave any electrical installations in an unsafe state </p>
<p>Don’t put lives at risk by putting in dangerous electrics! Each year around 12,500 house fires, 750 serious injuries and 10 deaths are caused by unsafe electrics in the home.</p>
<p>As something we use daily it’s very easy to take electricity for granted. You could be putting your family’s lives at risk if you do DIY electrics or use an unregistered electrician to carry out work in your house . </p>

<p>Except for some minor work and work outside of high risk locations, Part P applies to most electrical work in the home. Minor work is work that does not involve the addition of a new circuit, such as adding new sockets or light switches to an existing circuit, or replacing existing sockets, light switches and ceiling roses. Any work which comes under minor work relaxations does not have to be done by a registered electrician. In addition you do not need to notify the local building control. However ALL electrical work minor or otherwise must comply with wiring regulations.</p>
<p>Gardens, kitchens and bathrooms are special high risk locations because the risk of electric shock is higher in these areas. </p>
<p>Work in a kitchen, bathroom, garden or outbuilding must either be undertaken by a registered electrician or notified to your local building control, unless you are only replacing accessories. You must think very carefully about work in the kitchen. With many electrical appliances in the kitchen and the lethal mixture of hot surfaces and water, it is very important that any electrical installation is safe. When installing a new kitchen, it is recommended that a registered electrician is used or kitchen installer does the electrical work.</p>
<p>The presence of water and the extremes of weather conditions means that external electrical installations can be particularly dangerous as equipment deteriorates faster.</p>
<p>The following provides some examples as to what type of electrical work should be notified to your local building control or done by a registered electrician.</p>
<p>The following tasks must always be notified or you use a Registered Electrician (such as NAPIT)</p>
<p>·         A complete new electrical system or rewire<br />
·         Fuse box install<br />
·         Installing a storage heater<br />
·         Extra low voltage lighting installation<br />
·         Installing an electric supply to a garden shed, greenhouse, garage or other out building<br />
·         Solar photovoltaic power supply installation</p>
<p>·         Installing electric floor or ceiling heating<br />
·         Electricity generator installation<br />
·         Installing a lighting point or socket outdoors<br />
·         Fitting a new electric shower<br />
·         Installing a new garden pond pump to the fixed electrics<br />
·         Installing a new electric sauna </p>
<p>You can do the following work yourself but it must reach BS7671 standards. There is no requirement to inform building control, unless in a high risk area of kitchen, bathrooms or gardens. However it is recommended that you always use a Government-registered electrician to carry out any electrical work in your house</p>
<p>·         Adding a new socket to an existing circuit<br />
·         Adding a new light switch to an existing circuit<br />
·         Installing a telephone or extra-low voltage wiring for IT equipment or communication</p>
<p>You can do the following yourself though it must be in line with BS7671 standards. You do not need to inform building control. However it is recommended that you use a Government-registered electrician to carry out electrical work in your home</p>
<p>·         Connecting a cooker<br />
·         Replacing a damaged cable for a single circuit<br />
·         Replacing a damaged accessory like a socket or ceiling rose<br />
·         Replacing any light fitting<br />
·         Replacing an old immersion heater<br />
·         Adding a new socket or light to a circuit in a garage, garden shed, greenhouse or other outbuilding </p>

<li>You will have no certificate to prove that the work has been carried out by a registered electrician, or that the work performed has been passed as safe by your local building control.</li>
<li>You may have problems when you come to sell your home if you cannot prove that electrical work has been carried out in accordance with the Building Regulations.</li>
<li>Failure to comply is a criminal offence. If you carry out work that does not comply with building regulations you may be liable to a fine of up to £5,000.</li>
<li>If you don’t have the appropriate approvals, your local building control may insist that the electrical work is redone.</li>
</ul>
