England and Wales had Part P of the Building Regs introduced in 2005. This applies to England and Wales. Now home installation work for most fixed electrical installation must as a legal requirement with the Building Regulations.
Part P states that anyone carrying out electrical installation work in a home must make sure that the work is notified to the local authority prior to the work being carried out and an inspection fee paid, unless the work is carried out and certified by a person registered with a government-authorised scheme such as NAPIT. A valid Landlord Safety Certificate is required for all let properties.

If you use a Government registered electrician (such as NAPIT) to do the work you will be issued with a Certificate of Compliance on completion and a Building Regulations Compliance Certificate for all the electrical work that has been carried out. The documents are a safety declaration confirming the work completed complies with Part P of the Building Regulations.
If you undertake the work yourself you must pay the inspection fee to your local authority and they will undertake the inspection and provide the certification. Similarly a Landlord will receive a Landlord Safety Certificate.
All homeowners and landlords must be able to prove all electrical installation work meets Part P, or they are committing a criminal offence. Local authorities can make homeowners or landlords remove or alter any work that does not meet the Building Regulations.
